Windows Smart Screen Filter may block the download of these files. When the filter doesn't recognise an executable file it simply blocks it. To stop this you need to turn of the Smart Screen Filter which is in the Control Panel\System and Security\Action Center or Control Panel\All Control Panel Items\Security and Maintenance\Change windows smart screen settings. You may also have to turn off Windows Defender which erroneously thinks the file may contain a virus.
